Take negotiations with  third parties, for instance &amp;ndash; with the European Commission over the  Objective 1 Programme, or even the Treasury over public expenditure and  the Barnett Formula. There are dangers when we dissect and debate in  public the twists and turns of such critical negotiations. It sometimes  feels like trying to play poker with your cards face up on the table  while the other players keep theirs to themselves as they always have...</description>
