Furthermore, the vast majority of Native American gender violence victims are abused at the hands of non-native men. Native American tribes are considered to be &amp;ldquo;domestic dependents&amp;rdquo; of the United States, meaning that they have the inherent authority to govern themselves and also maintain U.S. citizenship rights.
