The colonial government introduced them for several purposes, including to train a class of elites to serve in local administrative bureaus and to penetrate and “conquer” indigenous culture. There was simultaneously an internal demand from contemporary Vietnamese for changes in schooling system, for they saw the existing Confucian-influenced system as unfit for economic, political and moral development of Vietnam.
