From their perspective, aid has failed in driving change not due to inherent flaws, but because developed nations have failed to give enough. This school points to the American Marshall Plan in Europe, which provided an enormous fund to the reconstruction and development of Europe's shattered post-war economies, as the crowning achievement of international aid and a historical model for future endeavors.
