				<description>By Emily  Hoerner - Despite a proliferation of non-governmental organizations (NGOs) and community-based organizations (CBOs) in Kibera, the largest informal settlement in Kenya, conditions for residents remain bleak. CBOs are uniquely positioned to catalyze change by creating local initiatives for common problems. However, most Kibera CBOs routinely lack access to the kind of funding that could make their programs successful on a larger scale (i.e., in more than just one localized neighborhood of Kibera).
