A review of existing literature on sanctions reveals that scholars of economic statecraft have largely neglected to consider two variables – the policy goals of the sender and the place where sanctions are implemented – in their analyses of sanctions success. This study uses multiple analyses of variance to establish that policy and place do account for a degree of variation in the success rate of sanctions.
