The familiar siren&amp;rsquo;s song wails for the abolition of  the monarchy and optimistically urges the introduction of a political  system that is more &amp;lsquo;representative&amp;rsquo; and more &amp;lsquo;relevant&amp;rsquo; to the British  state as it staggers towards the twenty-first century.
