The paper will firstly give a brief outline of the development of the Conference on Security and Co-operation in Europe (CSCE) and will then consider two opposing views which have developed in the 1990s. The first argues that the OSCE is a product of the Cold War which has become obsolete in the absence of East-West rivalry.
