				<description>By Rory  Lowings - Once upon a time, Britain ruled the world. Fully a quarter of the Earth&amp;rsquo;s surface and population was united under the red, white and blue of the Empire. Had the British Empire remained a sclerotic, sedentary racial hierarchy, like the contemporary French and Portuguese empires, it might have died a slow, painful death, as did they.
