Failure to get this balance right jeopardises both the safety of the migrant and the State. Security threats, as well as social issues, have led States to cooperate with each other in regards to tightening up border controls, applying strict restrictions to visa applications and issuing severe fines and punishment for those contributing to the illicit transportation of migrants.
